You do not need to "officially" go through the RTI process to start providing Tier 2 interventions. Don't wait, when you see the need- Go for it!
How to structure a Tier 2 Intervention?
- Model the skill needed in a group of 6 or less
- Have the students pair up and practice in front of the teacher
- Teacher gives corrective feedback
- Repeat practicing in different ways until the skill is solid
- Mastery is confirmed by progress monitoring
